Add an expression for Bukkit.hasWhitelist(), like whitelist state/status

Why?

Because in some cases it is so badly needed that some people use a custom implementation for this. I would like to separate whitelist state and whitelist players from each other or something like that. I haven't seen anyone else suggest this; instead, everyone started making add-ons. lol.
