I was making boat race when i found out that when you try to set a boat's passenger to a player it works only if the player is an operator, if he's not then the player does not become the passenger of the boat.. please fix

Player should become to passenger of the boat even without op

Just does not set the player as the passenger

Cannot replicate on 2.12.2 using set passengers of last spawned oak boat to player while being deopped
