Talisman of the Miner does not check for Red Protect

Description (Required)

The talisman of the Miner bypasses the break cancelation event by redprotect, which makes duplicating resources possible - the ore doesn't break but every time the talisman procs, it drops items. Not sure whether this is the case for other protection plug-ins.

Steps to reproduce the Issue (Required)

  1. Ask someone to create a protected area and place a diamond ore, for example. But, do not ask for build permission.
  2. Bring a talisman of the miner
  3. Break the diamond ore
  4. Profit

Expected behavior (Required)

The talisman should check for build protection before proc
