applying the permission to the player allows them to obtain the debug fish but not to use it.

Steps to reproduce the Issue (REQUIRED)

Apply permission slimefun.debugging to any non-op player.
Have them obtain and then attempt to use the tool.

Expected behavior (REQUIRED)

They should be able to both obtain AND use the tool.
