Players that did not have slimefun items unlocked could open/interact within towny claims, even if they were not perm'd.

📑 Steps to reproduce the Issue (REQUIRED)

1.Person obtains a slimefun item without having the item unlocked.
2.Goes to a towny town that theyre not accessed to.
3.Open chest/shulkers, doors etc.

💡 Expected behavior (REQUIRED)

Holding items in hand wouldn't allow chest/doors/blocks to be interacted with.

We don't support RC versions of Slimefun.
Please update your version of Slimefun to the most recent build before you try to report any bugs.

Also, can please give more context/steps to reproduce it. A video would be best.
