Energy Regulator not connecting

I have been attempting to setup a minecraft server and I'm aving a strange issue where the energy regulator is permanently "Connecting..."
I have tried putting generators and energy connectors next to it but nothing seems to change.
I have attempted running the developmental build as well but had no difference
๐ Steps to reproduce the Issue (REQUIRED)
upon cheating in a regulator and placing it down in creative mode it fails to ever connect
๐ก Expected behavior (REQUIRED)
I have played slimefun on other servers and I expected that even without generators or other blocks nearby it should read a +0J/s when it establishes itself as an energy network

Did you even connect it to anything?
You haven't even posted any screenshots of your set up.
Also, we do not support RC builds of Slimefun.
