Unbreaking III stays "alive" longer than Unbreaking X on tools

I crafted two explosive pickaxe. has Unbreaking III and one have Unbreaking X. It is probably bug, that when I dig with both, The one with Unbreaking III stays "alive" longer, than the one with the Unbreaking X

๐Ÿ“‘ Steps to reproduce the Issue (REQUIRED)

  1. Craft e.g. explosive pickaxe and cobalt Pickaxe
  2. Disenchant Unbreaking X from cobalt pickaxe and enchant it into the pickaxe
  3. Craft same explosive pickaxe and enchant it normaly to Unbreaking III

๐Ÿ’ก Expected behavior (REQUIRED)

Life time of the tool should be exponencialy growing with higher level of Unbreaking

Can confirm this issue with this test setup:
I created 3x3x3 but 1 block is missing (total 26 blocks) for explosive pickaxe to be able to break the center block.
Setup like this:
2021-02-24_09 49 36
(Command block to refill the blocks, hopper to capture the item, cargo to help the bottleneck of hopper)

(This is average of 3 runs)
Explosive Pickaxe (Normal): Mined total of ~1500 blocks
Explosive Pickaxe (Unbreaking III): Mined total of ~5200 blocks
Explosive Pickaxe (Unbreaking X): Mined total of ~4300 blocks

Does this happen with other tools as well? Or is it special to explosive tools? Or explosive pickaxe only?
