Soulbinding not working w/ runes.

- I am using an up to date "DEV" (not "RC") version of Slimefun.
- I am aware that issues related to Slimefun addons need to be reported on their bug trackers and not here.
- I searched for similar open issues and could not find an existing bug report on this.
📍 Description
Issue: Soulbound runes not functioning correctly when thrown on the ground with an item.
📑 Reproduction Steps
- Give yourself a soulbound rune and an item.
- Throw the item on the ground.
- Throw the soulbound rune on the item.
💡 Expected Behavior
The expectation is that the soulbound rune will vanish and the lightning effect will happen, and the item will gain the Soulbound tag to it, as in prior versions.
