Hazmat suits do not provide radiation protection in 1.17.1

hazmat suits are not working in 1.17.1. Neither he nor I tested other 1.17 versions. there is no issue in 1.20.x, so not sure how far back this needs to be tested.
📑 Reproduction Steps
put on full hazmat suit
get any radioactive item, such as uranium
you instantly start taking damage

damage not to be taken
