Oil Pump Not Working and GPS Transmitters Continue After Removal

After placing and removing some GPS Transmitters, the complexity goes up above 600 in the GPS Control Panel and I'm able to use the Geo Scanner. Also, after having done this and placed the Oil Pump, when I put a bucket in, it's taken and no oil is given. The loading 'shovel' doesn't load - it stays at 0%.

Steps to reproduce the Issue

Place GPS Transmitters, remove GPS Transmitters, place Control Panel to confirm complexity over 600. If less than 600, place the same GPS Transmitters again and complexity increases (despite being the same configuration as before). After this, place a Geo Scanner and Oil Pump. The pump takes your bucket and gives nothing back.

Expected behavior

Complexity should go down after removing GPS Transmitters, and the Oil Pump should produce oil (the Scanner tells me 10 - 20 buckets should be produced in that chunk).

Didn't know Oil Pumps had to be powered. There is still the issue of buckets being swallowed.
