Caused by spellgroups. I'm working on a fix....

I confirmed that every group in the hierarchy above or equal to a certain spell's group gets the spell, in addition to the correct group getting it. This should be a quick and easy fix. I hope.

sure enough, the first line of the place method added the spell. I didn't think I would be stupid enough to do that, but upon checking BLAME, it was my fault... Anyway, I'm fixing it.
