Sonics occasionally unable to affect blocks

Describe the bug
This will likely not have enough information or be reproduceable, but I am still going to report it.
For some reason, some blocks, like redstone lamps, are unable to be toggled by sonic screwdrivers at times. I initially suspected that it was caused by other players' having toggled the blocks and thus making it impossible for others to toggle it, but I tested, and it was not the case. However, I did learn that the sonic does not seem to recognize a block as "on" if another player has activated it with a sonic first.
I can only assume that restarts will cause this to happen, but I am unsure of how, exactly. I can not confirm it right now.
To Reproduce

- Enable a block with a sonic screwdriver
- Restart the server
- Fail to toggle the block
