Add 3D Modelled item frame alternatives to console controls

Describe the feature request

Add 3D Modelled item frame alternatives to console controls, allowing for more controls to be added to the Tardis at the same time as it makes use of space that isn't usable by buttons or levers (such as the side of slabs), or an aesthetic upgrade to look more like a TARDIS console.

All these models have an on and off state, as well as textures for a powered off state, and emissive textures, I've put these in their own sub folders, as well as adding light and lamp into their own folders and giving them 8 states to allow for more controls.

Helmic Regulator
Upgrade to the world repeater, the helmet regulator has 8 states (and an "off" state) to choose world destination. When mousing over the item it should just say "Regulator", displaying the selected world name as the subtitle title text above the hot bar

Direction
8 states, looks a bit like a compass, just adds a model to the direction control.

Randomiser
Requires a re-write to the randomiser behaviour, only going off the Helmic Regulator or world repeater, generating coordinates at random rather than using the xyzzy repeaters

Relativity Differentiator

Throttle
Starts at Normal (slowest) and speeds up to 4, but now rather than skipping back down to normal, the speed can be reduced

These are alt controls, so the old ones would still work as they currently do

are these controls being added separately to the new console blocks? so they're compatible with block consoles
