Clicking the ARS button in control centre while TARDIS is traveling displays the wrong message

Describe the bug

Clicking the ARS button in the control menu while the TARDIS is traveling displays the "You cannot set a destination while the TARDIS is traveling!" message.

It should instead say something along the lines of "Rooms cannot be configured while the TARDIS is traveling", or just allow rooms to be configured anyways because I'm not sure of any reason why this shouldn't be possible. You can travel while rooms are being grown, so just restricting the initial configuration of them seems a bit arbitrary. Please educate me if there's some lore reason behind this.

To Reproduce

  1. Travel somewhere in TARDIS
  2. Before setting handbrake, click the ARS button in control centre
  3. Observe issue
