I think as the tpv command is suppose to be the normal tp command it should bypass all player world permissions or maybe add a permission that if the player has this permission none of commands this player uses checks for world permissions.

What I'm looking for is a way for an op, admin, or console to allow me to tp people to some world they may not have permissions for.
