Should find a new item to bind the ruler to now that string has an in-game use.

I believe that this covers all of the changes needed for MC1.3. However, it is late at night, and I need to test this thoroughly before pushing the new version to dev.bukkit.org.

If anyone wishes to test this and give feedback, I would greatly appreciate it. There have been some changes to config.yml, so it is suggested to wipe the file and start fresh. Big change is Ruler now uses Paper instead of String, but also some changes for the Duplicator (in config.yml).

If I get enough testing in (including help if possible), I should be able to push ToolBelt 0.5 to dev.bukkit.org mid this next week. Please test with all the new block types, and let me know if I missed anything, or improperly implemented something.
