What steps will reproduce the problem?
- Changing language in config
- Pasting placeholder to the field of scoreboard
What is the expected output?
After entering the placeholder in the scoreboard field, the name of the location is written in English, although the Russian language is set in the config.

That placeholder uses either the name of the town or the name of the World's Wilderness, which is pulled from the towny\data\worlds\WORLDNAME.txt's unclaimedZoneName field.
