A bug where the ranking of /town list is sorted backwards

What steps will reproduce the problem?

'/town list', '/nation list', etc. should be output in order of the number of residents.

However, at some point (I always keep Towny up to date), they are output in small order.
What is the expected output?
output in ascending order
