Please explain your feature request to the best of your abilities:

In EventWar, any town that is part of a nation (occupied or simply a member) can start a civil war to take over the nation.
On a server that I dev I have a plugin so that only occupied towns can be taxed using /n set tax (obviously with a limit).
If occupied towns can declare civil war and take over the nation, no king will want to occupy them. Not even for the money from taxes.

Solution:
Make it so occupied towns can only declare independence wars , which would set them free from the from the nation if they win, instead of taking it.
