Players can manipulate the nation ranks of other nations

What steps will reproduce the problem?

  1. Get two players, 1 and 2, and create two nations, A and B
  2. Put player 1 in nation A and give them the authority to change nation ranks
  3. Put player 2 in nation B
  4. Make player 1 type /n rank add <player 2's name> <rank>
  5. Player 2 will be given that rank in nation B
  6. Make player 1 type /n rank remove <player 2's name> <rank>
  7. Player 2 will be removed from that rank in nation B

A player sent a video of the problem here.

What is the expected output?

You should be prevented from changing the ranks of residents who don't belong to your nation. It looks like the NationCommand is missing a check here.
