Suggestion: Debt cap based on upkeep

I propose a new option for determining debt caps: setting them equal to how much money a town would pay in upkeep over a configurable X number of days. Suppose X is 7 and a town pays $100 in upkeep daily; then the debt cap would be $700. The consequence is that every town would be guaranteed to fall X days after entering bankruptcy if no effort is made to repay the debt.
Why this? The existing options can be difficult to balance on large servers:
- By default, debt caps are calculated by adding together town creation and claim costs. But what if town creation costs are expensive and a town pays very little in upkeep?
- The alternative is to scale debt caps based on town levels. But this too can be problematic: on many servers, we find physically large towns with few residents, and physically small towns with many residents.
