What steps will reproduce the problem?

I am using the gold economy plugin, it gives me gold again after installing the town, I don't think it is due to the gold economy plugin

What is the expected output?

There shouldn't be such a thing, of course, if there is a setting about it, then I couldn't see a setting about it in other gold economy plugins.
