[TownyCaptureSites] Suggestion: Add area-based Site Damage modification.

Please explain your feature request to the best of your abilities:

It'd be a good idea to have a plot tier system for each chunk in the CaptureSite, when standing on a low tier area the attackers/defenders deal/heal lower damages and vice versa, and they could deal/heal the maximum damages standing on the homeblock.

For instance:
To capture a castle-like Capture Site, being in the outskirt deals minimum damage (even when attackers outnumber defenders they still can't capture the castle when just standing outside the castle)
This is good for admins that want to create a large battle field for players to fight for.

Towns can have limited Capture Sites based on their town level and permissions, whether they are in a nation, number of players, whether they are occupied (occupied town should forfeit some of their Capture Sites for sure)
Also towns should be only able to capture Capture Sites within a configurable distance.
These are good for Geopolitical roleplay reasons.

LlmDl's edit:

  • Add a location-based damage-modifier, so that standing in parts of a CaptureSite can do more/less damage to the CaptureSite HP.
  • A configurable limit of how many CaptureSites a Town can control.
  • Make CaptureSites able to require a Nation in order to capture them.
  • Make an option to take CaptureSites belonging to Conquered Towns away, with the option to give the CaptureSite to the Nation capital that conquered them.
  • Make a distance at which a town can not capture a CaptureSite.
