Plot Info without Economy is broken in newest release

What steps will reproduce the problem?
Have no Economy Plugin
Set using_economy in towny to false
execute /plot info
What is the expected output?
The info to the plot
Towny version
Towny Version: 0.99.5.19
Server version
git-Paper-81 (MC: 1.20.1)
