2. Setting another nation as enemy
3. Placing a fence in their border territory

Towny enabled fine there, there is no error in your log. The version of towny you are using is also already more than 2 years old.

It's the last version avalible for 1.12, I'm just confused why flag wars won't start with everything "working correctly"
I thought that registered listener thing was a cause of the issue but apparently it's not? I'm just confused

Support for versions of Towny that is old is relegated to people who are sponsoring. There is a marginally newer version of Towny I give to sponsors, but I cannot guarantee you'll have any success with flagwar since it wont run on older versions.
