My plugins appear to be working fine according to the startup.

Your dynmap says all your worlds are disabled.

Ok, I couldn't say why yours does not work. It works fine for me.

is there any solution? I dont know what to do and the players are quite unhappy they cannot see the expanse of their towns

I would consider reinstalling dynmap-towny to start. Use a fresh config.

If that fails I would start with a brand new dynmap config after you back up the original.
