Suggestion: [Tower of Babel] Setting a player's language fluency to a specific number, instead of just being able to add/subtract.

Please explain your feature request to the best of your abilities:
Currently Admins can only set races and add/subtract language fluency values, but can't set them to a specific number. This feature probably isn't too important but can help speed things up when making server lore.
