As discussed in Discord but will put explanation here.

Create an option to make towns slowly release plot perms over time up until the day of deletion. This will allow to spread out looting towns.

You can use the town_ruining.max_duration_hours to calculate the length of time to slowly release just as long as it slowly releases over the course of the whole ruined time. And just divide the number of plots by the release time to work out the amount of plots to release.
