Please explain your feature request to the best of your abilities:

• Bossbars for tracking local townblock HP and attackable status.
• Holograms for showing surrounding townblock's HP.
• Make HP chat messages not show for people who are stood in the plot.
• Reduce chat HP message spam for people not stood in the plot.
• Show TownBlock HP change in the bossbar similar to TownyCaptureSites' bossbar.
• Move out redundant parts of the war hud which are in the boss bar now.
• Add recent scoring events to war hud.
