Suggestion: [Towny] /ta Should be able to override requirements for commands

Please explain your feature request to the best of your abilities:

"/ta should have the ability to overried minimal requirements set in config (like it warns and maybe add a prompt to do /ta confirm or something)
like min online players for war or max claims"

Examples:

  • Min. Online players for a war in EW
  • Override new town protection in EW
  • Override max claims
  • Override proximity rules for claiming
  • Override debt cap (set it to higher or lower)
