Please explain your feature request to the best of your abilities:

A setting to require new players to wait before joining a city. This setting could be configured in minutes or hours. By default, the value would be 0h or -1.

This would allow new players to explore the server and use features such as TownyCamps, for example. This would give more control to servers that want to require their players to follow a tutorial or other onboarding process.
