Please explain your feature request to the best of your abilities:

With the new options about pvp in outlaw's, i suggest an alteration:
When we put the outlaw pvp on every time (only to be hited), we stay with a problem: the outlaw can't hit back, and if we toggle on in the towny config to the outlaw can hit every, they can just go to the city and kill everyone at any time.
So, my suggestion:

• Only member's of the city can hurt the outlaw at any time, BUT, when someone hit the outlaw, he can hit back for a X time (defined on the config). Will be perfect if the outlaw can hit only ho hurted him, but if its not possible, hit everyone back for X time it's enough for me.
