Please explain your feature request to the best of your abilities:

As title, add an option to prevent residents depositing money into their town and nation banks during war. Ideally this would have two separate toggles, as I personally would want to allow it during the warmup and prevent it during actual war, but I'm aware this is not everyone's preferred set up.
