What steps will reproduce the problem?

In a nation v nation war, with the option making conquered towns your enemy.
The conquered town has to be conquered to beat the Nation with a conquered town.

They are not involved because they already lost the conquer war...

Nation with a conquered town vs Normal Nation

Normal nation has to capture the conquered towns to win the nation v nation war.

What is the expected output?

Conquered towns should not be involved in a nation v nation war. It should simply be who is voluntarily in each nation.
