Towny respawning doesn't work on Folia

What steps will reproduce the problem?
- Enable respawning config option
- Be in a town
- Respawn
What is the expected output?
Player respawns to town correctly
Towny version
0.101.1.0
Server version
1.21.4 folia fork

Folia does not call PlayerRespawnEvent
Townys respawning behavior only listens to this event. See below
