Please explain your feature request to the best of your abilities:

You should add the ability to set permissions that you can already do for individual plots, but at a scale size for districts.

For example, you set certain permissions for a district, and all child townblocks use those permissions, unless overridden by the individual plot.

And there should be the ability to revert all permissions in the district to the parent permissions, erasing specific permissions for the plots in that given district.
