Hover and click chat components do not work in 1.21.5

What steps will reproduce the problem?

  1. Create a new server with Paper 1.21.5 (https://api.papermc.io/v2/projects/paper/versions/1.21.5/builds/113/downloads/paper-1.21.5-113.jar)
  2. Install Towny (https://github.com/TownyAdvanced/Towny/releases/tag/0.101.1.13)
  3. Start the server
  4. Create a new town
  5. Run /t and attempt to hover over and click on [Resident List] and [Plots] to view the information and run the respective commands
  6. Run /t list and attempt to hover over and click on the entry for the new town to view the town info and run /t spawn

What is the expected output?

The player is able to view info by hovering over different buttons in the town information chat GUI, and run the respective commands by clicking on the buttons.
The player is able to view spawn cost of a town in /t list as well as teleport to the town spawn by clicking on the town in /t list.

This does not fix it, but causes no messages to be sent in chat whatsoever. Towny commands such as /t, /towny, /n do not show any messages in chat, but the commands still go through, and I was able to create a town.
Also, when I walk into a town claim or out of a town claim, it crashes my game with Failed to encode packet 'clientbound/minecraft:set_action_bar_text'
