What steps will reproduce the problem?

1. Have a town with multiple claims
2. Set a plot to a district using /plot district create Test
3. Run /t unclaim
4. Plot does not unclaim but the unclaim event still fires off.

What is the expected output?

Expected Output 1: The event is canceled
Expected Output 2: The plot is unclaimed
