Some of my players cannot toggle no interact or others, but they can toggle pickup/chat. I gave them vanish.*

Sounds like a problem with your permissions plugin. What plugin do you use?

I use groupmanager.

Try it on a test server with another permissions plugin like bPermissions, see what happens

I tried both pEX and Bp. Not working. Even I can't do it. Any other permissions work with group manager. What's the matter?

I'm unable to reproduce this in testing, nor have I had any other complaints about this. What version of craftbukkit are you running?
