Can't Toggle Anything

I am running Craftbukkit Beta 1.4.5 version v3.14.2 of the plugin.

Here is a pastebin of my permissions with bPermissions. http://pastebin.com/9C4bMFPV

I am trying to run "/v t" as Owner.

Easy test: Enable permtest in vanishnopacket's config.

Call /vanish reload

Then, ingame: /permtest vanish.toggle.see

It says "You do not have vanish.toggle.see"

EDIT: I have the default OP rank as well as my bPermissions Owner rank.

EDIT 2: Ever since I started working with vanish permissions, none of my other ranks can use commands.

Then you don't have it. Permissions config issue, I guess. Ask bperms folks for help.

Had to update to install Vanish and forgot to update bPerms. Works now.
