This does not seem to work for me at all.
Tested with Op/No-OP, Creative/Survival

I have not put in a permission plugin yet.
I did test this again and it seems that if you are op and then de-oped you can still see invisible players until you log out and back in again. That's why I could not get it to work.
I still can't get toggle to work. Do I have to assign permission with a permission plugin do make it work?

You can assign permissions via permissions.yml without a plugin

I can't reproduce "Not working".

I thought this would be self explanatory but I'll elaborate.

This does not work at all.
With or without OP the player is still visible.
With or without creative the player is still visible.

Player is always visible after having used /vanish.

You've given all of your players op or the * node.
