I upgraded to 3.17.1 and I could place blocks and open chest regularly (not silently). Think there is an issue with your nointeract toggle. I switched it on and off and now still the same, While invisible I could place blocks and open chest. I could not destroy them though.

I downgraded back to 3.16.1 and it works correct. I am on bukkit 1.5.2
