You're running VNP 3.0 on a build earlier than dev build 1871, against the requirement stated on the download page. Either upgrade to a CraftBukkit build above 1871 or downgrade vanishnopacket to 2.4.1

I am using CB 1.1 R3 the lastest built

As I said, you need to be using a build above 1871. CB 1.1-R3 is 1846 or something.
