invalid plugin.yml Issue with 1.2.19

I'm not sure if it's something I'm doing or if something is missing, but when I just installed and tried to run the server with the 1.2.19 Vault, I get the following error:

try redownloading, looks like the file is corrupt or partial download, tried with both my local copy, and the download from dbo and they both work.
