how to uninstall vault? I delete and it get back when I start the server.

some other plugin is autodownloading it, probably logblock and you enabled inventory checking iirc..

Vault doesn't auto-install itself, and I'm very much against auto-installation of plugins. One of your other plugins must be doing this. Though there is no reason to remove it. it adds no weight onto the server as it's just a library.
