Vault is loading before an dependence is loaded (iConomy) and this isnt that good :D

why not? it hooks it just fine that's why Vault has listeners. Vault has no dependencies, it detects when plugins are loaded onto the server and creates it's API layer for them.

Please check your server.log and other information before assuming something is not operating properly. If you have an issue that you need help with I suggest posting on the forums for help (with stacktrace etc) or replying here.
