• I am NOT using a fork of WorldEdit, such as FastAsyncWorldEdit (FAWE) or AsyncWorldEdit (AWE)

could you elaborate please, why this issue has been closed as invalid? Preferably, let me know what to do to make it a valid bug report.

it cannot be a valid bug report because the current WE release works fine with the current paper build. clearly something else is going on on your end which you should sort out and ask on discord if you need help, not make a bug report for.
