• I am using a version of WorldEdit compatible with my Minecraft version.
• I am using the latest or recommended version of my platform software.
• I am NOT using a hybrid server, e.g. a server that combines Bukkit and Forge. Examples include Arclight, Mohist, and Cardboard.
• I am NOT using a fork of WorldEdit, such as FastAsyncWorldEdit (FAWE) or AsyncWorldEdit (AWE)

Bug Description

MC v1.21, WE v7.3.9 (tried 7.3.8 as well) that is supposed to be for 1.20.2-1.21.3.
Yet both *.8 and *.9 returns "editing on unsupported versions is disabled".

What am I doing wrong?

Well, I am here since WE claims to work with bukkit.
If it doesn't then the bukkit support should pbbly be removed and not announced, shouldn't it?

Bukkit is an API, of which Spigot is the implementation (which we do support, so the claim that we support Bukkit is true). CraftBukkit does not and has not existed for a decade.

It is only available as an interim dev artefact of Spigot, it's not published. Plugins are not expected to run against software that isn't even published for use. See https://madelinemiller.dev/blog/stop-using-craftbukkit/
