Streamline build process with CI/CD

Find a free tier CI/CD to streamline cross-platform building. Restructure source as necessary to make build automation possible.
CI/CD:
- CircleCI - cloud based, minimal setup
- Jenkins - server based, requires more setup but open-source w/ full control
- Drone - Jenkins but newer
- Github built-in - 2000 free CI/CD minutes per month
Structure:
- Move version number into its own file, parse to update version.rc
