The trowel does not consume blocks from the hotbar when placing a block

To Reproduce
Steps to reproduce the behavior:
Place solid blocks in the hotbar and start placing them using a trowel

v1.8

Datapack List [If Applicable]

After Update datapack it will work normaly

This was fixed in v1.8.1, thanks!
